Depends how they are implemented; they both essentially do the same job, i.e. make the costs associated with GHG emissions visible to the people buying the goods and services that result in the emissions.

But in the situation of a government needing to raise more revenue, but determined not to raise income tax, a carbon tax called an emissions trading scheme has a lot going for it.

I tend to prefer the ETS model. That way the price can adapt as necessary to new technologies and changing economic circumstances.

Maybe we should have a tax transitioning to a trading scheme.
