Suicide is not illegal in Victoria, but assisting someone to kill themselves is illegal. Knowingly supplying someone with materials to kill themselves is classified as assisting them in their suicide bid.

That doesn’t answer your question, though, does it? If someone takes your monay without supplying the promised goods, that’s classified as obtaining financial advantage by deception, which is illegal and they can be charged. Whether they will be charged depends on whether you report their actions.

Not sure about scams but wasn’t Jack Kevorkian charged with supplying drugs to induce death or something like that

Possibly but they are procurring them not supplying them, you may get charged with importing an illegal/dangerous substance

That fact it’s toxic may means its illegal in most countries therefore its a scam from the get go as they have no intention of supplying you as either they don’t actually have the substances or they do but they get intercepted at most customs and both you and them would get charged with attempting to import controlled substances.

A contract to provide illegal materials would be an illegal agreement, so the courts can’t enforce it, or punish someone for the breach.
If instead you are talking about someone providing something that is not banned, then the contract is enforceable.
In any case the police might like to know about someone who is operating this kind of business, and in the fair dinkum department the police would not prosecute the person who ordered the stuff if they were satisfied it was not intended for a third party.
