Wind kinetic sculptures move, not sure this one qualifies. Which is not to say it isn’t worthwhile and artistic. Maybe frequency light structure? Or optical sculpture. Radiant?

Would a rotating spiral of wire work for a tesla ball annode?
Looks quite like the light from a csiro invention. The rotating arc mixer. Though the colours from that are only green.
