Well, first, Bob Menzies didn’t want to upstage Britain, as they didn’t have a space programme.
Later, the Americans said that if we just shut up, sat still, and did as we were told, they’d pass on to us any benefits that accrued from their space programme.
Of course, they didn’t, but we’d learnt to not argue with the big boys.

we have no need for a space program in this country – if by space program you mean building things to go into space and then building and launching rockets to put them there…
I suppose in one way we are lucky as we don’t have to build, launch or fund any space probes but due to our location in the Southern Hemisphere we get to communicate and receive data from a number of them
