This is actually an exceedingly old plan. It dates back as far as I can remember, almost to the time of Sputnik. If I had to put an exact date on it I’d guess around 1960, the time of Echo 1, the world’s first communications satellite.
The early date is indicative of the fact that it works best for long wave radio communications, the first types of radio communications invented.
The idea was quashed, thank God. It would have killed radio astronomy.

I was kinda thinking “oh the US Air Force wants to drop plasma into the stratosphere. They’ve only just dealt with not being responsible for contrails so why not use some of that charity up”
