From the standpoint of the US, they were never at war with Korea. The Truman administration considered the US involvement in the Korean conflict as “a police action”.
Formally, the last time the US was at war was in WW2.

There’s some estimates made here. They are in FY2011 USD, so you’d need to add some 15% to these estimates to put them into modern money. And of course there has also been further expenditure on warfare since this report was compiled in 2011.

I can only see dangers in any escalation on the Korean peninsula. It couldn’t be that hard to engage NK and hopefully sign a peace treaty. I think an end to US/SK war games (we can always restart them) might be all we need to see some significant progress in the relationship.
