Not all that well explained in the article.
A naked singularity is what you get when a spinning football collapses under it’s own gravity.
A naked singularity, if big enough, is called a cosmic string. Searches for cosmic strings have drawn a blank.
There’s no breakdown of the law of physics, and it’s virtually impossible to distinguish between a naked singularity and a black hole. I don’t see why there would be any difference in precession between material falling into the two.
