I dunno.
But Kenneth Branagh is very good. Almost half as good as he thinks he is. Completely inserts himself into a role. Watch Othello, Frankenstein, Peter’s Friends, Shackleton, and Wild Wild West. The last movie is not very good but this set illustrates his dramatic range.

Yeah Downey rehabilitated himself well, he did a great job with Sherlock and as Iron Man. Only seen him in one movie Pulp Fiction but I thought John Travolta played a good part for an actor who was supposed to be washed up.

He was pretty cool in that. He has not rocked my socks in anything else though.
Car mentioned Stallone. Somehow his performance in Rocky really worked.

A good reliable actor is Denzel Washington, I don’t think I have seen him in a movie I didn’t enjoy. I think picking your roles and directors etc is a big part of how good an actor is.

That reminds me of a terrible movie, it is watchable though, Starship Troopers, what I thought hilarious amongst other things was that the female who had been a recruit just weeks or so earlier was conning a capital ship out of harbour.

Like Bubblecar pointed out, I believe that there are heaps of good or great actors making it virtually impossible to say best. The tale itself often makes the actor. An unknown actor can be made by the right movie.
I cite Cate Blanchett as one who was a great actor in small and still little known films. Has been at the top of her field since her beginnings.
