Old news

You need someone willing to give you the laptop cells

By my thinking you should really have diodes on each cell to make sure that current can’t circulate through a dud cell

One way is to charge each paralleled cell pack to control charging

For an 18650 cell , charging after the cell is already at 4.2 is problematic
