Oxygen masks feed a mixture of oxygenated air (through the bag) and cabin air (through a valve).

When the bags drop a lot of people get panicky. They over breathe.

Pure oxygen, or an oxygen rich air mixture (which ever the mask supplies) is not a good thing to have floating around in a confined airframe. As the oxygen is continuously supplied to the mask, it is important to be able to contain any excess pure oxgen which might build up if, say, the wearer holds their breath. This is what the bag is for.
