That looks simple, put the hooks too low in the water for the birds to reach.

I thought longline fishing had been banned because it was catching too many birds. Do I have that totally wrong?

I do drag carrots kickng and screamng from the ground but I do grow my own and thus treat the earth and the carrots with the respect they deserve.
