Smoking average pot tends to build up more particles in the lungs, where as smoking stronger pot you tend to smoke less, meaning less particle build up, also people have to spend more buying the weaker cannabis, you can see why dealers want to sell the weaker stuff. $100 strong pot can last two weeks, $100 weaker pot lasts only a week so users need to buy two lots instead of one.

There are hundreds of thousands of bacteria strains.

Hmm, not much eats cigarette ash want tars. If there was then our coal and oil fields would have been eaten out eons ago.
For bacteria of two types (anaerobic methanogen & aerobic) used in purifying human sewage, you still need to dirpose of the bacteria afterward.
Or to put it another way, bacteria are a good way to turn liquid waste into solid waste. But smoke and tar in the lungs is already solid.
