I think the Iran would be equally able to control the travel emerging from such a canal as they do through the Strait so even if done it might not immediately solve anything.

But also the situation across that path is quite different from either the Suez or Panama canals.

Even before construction, the southern limb of the area now occupied by the Suez canal did not have elevation over 8 metres. The northern path had some higher elevations but still nothing over 20 metres. So the entire thing is able to operate at sea level (it has no locks).

Meanwhile the Panama canal has 12 locks. At its highest it reaches 26 metres above sea level. It is able to do this because the canal is fed by several rivers. The area gets around 2000 mm of rainfall per year. (The Culebra Cut in the south did require a V up to 60 metres deep from the original topography, and is about 12 km long. )

The Hajar mountains run the spine of the peninsula south of the Straits of Hormuz. For a lockless path at sea level, at a bare minimum you need to cut down from 350 metres. A canal with locks is out of the question because that area, fun fact, is dry af.

Would not building a new canal require machinery that would easily be destroyed
